Our client is a leading provider of international development consulting services. They have been in business for over 35 years and work with private and public sector clients on both short and long-term assignments. They provide multi-disciplinary services in project design; project management; fund/grant management; management of framework contracts; rapid mobilisation of expertise; technical advisory services; institutional strengthening; training and capacity building; research and studies; monitoring, evaluation and learning; and communications and knowledge management. The four principal core skill areas: Markets, enterprise and trade Agriculture, fisheries, food security and nutrition Natural resource management and climate change Policy, dialogue, governance & regional integration With over 40 staff based in their offices in the UK and Ireland plus project offices in key locations overseas; they mainly work in English, French, Spanish and Portuguese. Our client is a consortia leader of two EU-funded global framework contracts (FWCs). The objective of these FWCs is to provide, via individual assignments defined and contracted through specific contracts, short-term expertise that can be mobilised at very short notice. The FWCs are as follows: Framework Contract COM 2015 - Lot 2 (Communications). This is for individual assignments requested by the European Commission, to cover any geographic area, within or outside the EU, to undertake the following: communication events and campaigns, including promotion and information tools; multi-media materials: audio-visual (documentaries, reports, stock-shots, spots), websites (development and design); production of publications; and development of communication strategies. Framework Contract SIEA 2018 - Lot 1 (Sustainable Management of Natural Resources and Resilience). This is for individual assignments requested by the European Commission, to cover any geographic area, within or outside the EU, to deliver expertise and technical assistance assignments in the areas of agriculture, livestock, sustainable forestry management and conservation, fishery and aquaculture, land management, food security and nutrition, food safety, extension and institutional development, rural infrastructure, climate change, sustainable natural resource management, and disaster risk reduction. The Role Prepare technical and financial offers responding to requests for services within the above FWCs Managing specific requests for services within the FWCs, which will include liaising with consortium partners on each request and managing the overall process to ensure that responds to the Client with complete, competitive offers; Sourcing experts (using the company database, the internet, networking, headhunting, etc.) for assignments within the above FWCs; Evaluating CVs for the consortium as a whole for FWCs; Negotiating competitive budgets for each specific request; Preparation of the financial and technical proposals, including writing a methodology to support the offer, and responsible for ensuring the offer is of a high quality and to a submission standard. Manage part of the FWC project portfolio Managing the implementation of some projects won. This will include preparing consultant contracts, organising logistics (flights, visas, security arrangements) for projects, as well as day to day financial management, implementation follow-up and quality control of outputs. Identify and follow up new business opportunities Actively support the Framework Operations Coordinator and Division Manager in the identification of business development opportunities for the division; Preparation of technical and financial content of proposals and expressions of interest for multiple international development agencies. Undertake checks to ensure requests and projects are in line with internal and external policies and procedures This description is a brief synopsis of the role and is not designed to be restrictive. Skills: Essential A graduate degree in a subject of relevance to the company's work Organised with the ability to work to a high standard and holds demonstrable experience in prioritising multiple tasks and meeting deadlines Strong communication, interpersonal and negotiation skills Confidence and enthusiasm Flexible and adaptable with an ability to adapt appropriately within various situations Co-operative and supportive team player Excellent written and verbal communication skills Fluency in English and French Fully IT literate - Excel and Word Ability to produce accurate work to tight deadlines under pressure Desirable Previous experience of working with framework contracts for donors Experience of working concurrently on multiple projects and managing competing priorities.
